Light data in photonic circuits can be modulated at high-speeds using electro-optic processes. The material properties change due to the applied heat/electric field and this changes the phase of the light wave passing through this region, compared to a similar path that is unchanged. The two paths can be recombined to produce arbitrary interference patterns for complex circuits.
